All crews that aren't paying much attention to any sort of Prime Directive - or any directives really.
This goes to the heart of why the prequel Star Wars trilogy isn't as much fun as ep 4, 5 and 6. No Han Solo! No Chewie! (well, almost) You need a good rogue to keep things interesting. Idealists can get dull.
And yes, Han fired first.
